Paper examining reforms introduced by the government and whether they are adequate to initiate change in the country: provision for the legal recognition of Black trade unions, abandonment of the legal reservation of certain jobs for Whites only, spread of Africans into white collar jobs, concessions to Black businessmen, some constitutional adjustments and the Bantustan policy.
