Sir John Cradock, Cape governor, acting in accordance with an instruction issued by the British Colonial Secretary, issues a proclamation instituting a circuit court (later called the Black Circuit) to investigate alleged murder and maltreatment of Hottentots (Khoi-Khoi) by Whites. Great care was to be taken to ensure a fair trial.
