The Black teachers' association, the Progressive Teachers' Congress (PROTECO) was clandestinely launched in the Transvaal to fill the vacuum, which was created by the banning of the National Education Union of South Africa (NEUSA) and the National Education Crisis Committee (NECC). PROTECTO changed its name to the Progressive Teachers' Committee in 1989.
