The President's Council, mandated to consider South Africa's constitutional future, releases its final report. Central items of its plan include establishment of a strong executive President chosen by a tri-racial electoral college, a three-chamber Parliament representing the White, Coloured and Indian communities, and a division between national and communal interests. It reaffirms the need for separation of executive and legislative power.
