Draft laws are gazetted

The draft laws were gazetted, providing some benefits for Black people. These include greatly increased mobility and security of tenure for Blacks qualified to be in White areas. The Minister of Cooperation and Development, Piet Koornhof, claimed the proposed Bills were the beginning of a process of normalising race relations. References: Kalley, J. A. et al (1999).
