300,000 refugees in camps near the Nigerian border were facing starvation after an argument between the Nigerian government and the Red Cross. The Red Cross had been sending supplies to relief camps in "rebel" Biafra, but had been ordered out by the Nigerian government. This is after the outbreak of the Biafra War on 6 July 1967, when the easterners tried to force the west to integrate back into Nigeria.
