A presidential address delivered at the 9th Conference of the Non-European Unity Movement (NEUM).It is noted that this conference has been convened at the most crucial moment in the history of the oppressed of South Africa. The paper further discusses the introduction of the Ten-Point Programme, at the All-in Conference held in Cape Town in 1945, and how this programme will enable South Africa to embark on the road to freedom and that it is considered a framework within which to unify the liberation struggle. It is felt that this address and its contents would have a direct bearing on the Ten-Point Programme, the liberation movements and the concept of Non-Collaboration and on how to use the boycott weapon more effectively.
