Summary

In Durban, there was a strong historical alliance between the Council and the white working class. The Council was particularly sympathetic to white working class interests. The local state bureaucracy was concerned about the housing and land needs of the white working class, and this was often expressed in terms of racist discourse. The main reason for this was that this class was threatened by the Indians who were competing with them in the labour and housing market.
