With the winds of change blowing in South Africa, the ruling National Party (NP) adopted a five year programme of its objectives which included a political "reform" plan to give South Africa's Black majority a role in national as well as local government spheres. However, the government did not succeed to persuade any prominent Black leaders to negotiate on the "reform" initiative. The African National Congress (ANC) said that it would consider nothing less than a one-man, one-vote system.
