Mandela and de Klerk agree that they would go back to constitutional negotiations, after the ANC had suspended talks after accusing the government of complicity in the violence sweeping the country. This had been soon after the Boipatong massacre when Mandela, leader of the African National Congress decided to suspend his party's participation in the Convention for Democratic South Africa (Codesa) . Codesa was at the time beginning to chart a way forward on a new constitution for the country. Mandela accused President F. W. de Klerk of turning a blind eye to the violence.
