Relations between South Africa and the United States of America (USA) became strained by South Africa's announcement that it was going to normalise diplomatic ties with Iraq. South Africa established full diplomatic relations with Iraq in August 1998. The relations were concluded during November 1998 by means of an exchange of notes through the respective missions of SA and Iraq.
