This Day in History: 26 July 1977
The 'Committee of 10' formed by prominent Soweto residents, issued a programme for the election of a new community board to have total autonomy in Soweto, including powers to levy taxes and to control education, the police and local elections. The minister of justice, Jimmy Kruger, rejected this and the government remained committed to community councils with limited powers, control being retained by the Bantu Administration Board.
