The Cape Coloured Board agreed, in principle, to the establishment of an Art Centre for Coloured children in Cape Town. The resolution was taken during a meeting held in Cape Town on 2 June 1948, where it was agreed that the centre would be under the care of the Cape Coloured Board.
Prior to this, the Department of Education had written a letter stating that the existing art centre, attended by nearly 170 learners, was being conducted privately at St. Philip’s English Church School in Cape Town. The Department also took into consideration the fact that the centre should be taken over and controlled by the Board.
