In spite of Inkatha's rejection of the Convention for a Democratic South Africa (CODESA), the African National Congress (ANC) and government decided to go ahead with the necessary reforms paving a way for a multiparty democratic election to be held in April 1994. Inkatha had initially indicated that it would not participate in any forum that resembled CODESA. Realising that its powers of holding other parties hostage when it comes to reforms were waning, Inkatha reconsidered its position and confirmed that it would be part of the planning session on 5 March 1993, which would be looking at ways and means of rendering an effective and successful first democratic election.
