Minutes from a meeting between South African representatives and Mr Simpson, Head of US State Department's southern African office in London where Mr Simpson explained the context of talks with the Soviet Union in December 1982 and that the Soviet Union would lilke to see the United States maintain a central role during negotiations to find a settlemt for South West Africa. Included is a proposal made by South Africa to Angola, Ilha Do Sal, 7 December 1982
