Frank A. Pendla was the president of the Cape African Congress in the early 1940s until suspended by A. B. Xuma in September 1942. Born in the Cape, he attended St. Matthews Institution. He worked at various times as a court interpreter, a postmaster, a clerk, and a restaurant proprietor. In 1930 he was an unsuccessful candidate for the Cape Provincial Council from Port Elizabeth.
