A statement issued simultaneously in Lusaka, Zambia and Salisbury, giving details of proposals agreed to after two days of talks between South African Prime Minister, John Vorster and Southern Rhodesia (now Zimbabwe) Prime Minister, Ian Smith. The talks were geared towards finding settlement of the Rhodesian constitutional problem. This came almost after 10 years since the Unilateral Declaration of Independence (UDI) by Ian Smith on 11 November 1965.
