M.C. Botha, Minister of Bantu Administration and Development announced that he will not stand for re-election and will resign as Minister in November 1977. At the time Botha was at the centre of the land dispute between the apartheid government and the Independent Homeland of Transkei, under the leadership of Chief K.D. Matanzima.  Transkei demanded areas the apartheid government had designated as “white” to be part of the homeland.
