Dr. Peter A.J. Waddington of Reading University, who had been invited by the Goldstone Commission to make an independent inquiry into the Boipatong massacre on 17 June 1992, presented his report in which he stated that while there was no evidence of police collusion in the killings, the South African Police suffered from "serious organisational problems". The report further contained recommendations in relation to policing, which were essential if the police force was to effectively serve the people of Boipatong and other communities.
