An African National Congress (ANC) delegation headed by Walter Sisulu, met with two government officials, Minister of Law and Order Adriaan Vlok and Defence Minister Gen. Magnus Malan in Cape Town, to explore the possible involvement of a "third force" in the deteriorating security situation in townships. Sisulu said that a third force was fuelling up violence in the townships between ANC and Inkatha Freedom Party (IFP) supporters.
