The Ciskei government under the military ruler Brig. Oupa Gqozo signed an agreement with the South African government, represented by Foreign Minister Roelof "Pik" Botha, to reincorporate Ciskei into a new non-racial South Africa. The first step taken to implement the agreement took place when the ministries of economic affairs, finance and justice, and, agriculture, public works and transport were handed over to the South African government. Gqozo later issued a decree amending the homeland's constitution to allow sovereignty to be relinquished.
