The third Annual Meeting of the Council of Ministers of the Southern African Development Community (SADC) and representatives of donor countries and organizations was held in Maseru. It was marked by further criticism of South Africa's foreign policy and deliberate interference in the region. The country’s foreign policy was pursued in three overlapping but distinctive settings: the regional context of Southern Africa, relations with the West and the broader world context including international organisations. South Africa carried some activities outside the parameters of these settings.
