Faced with growing international debt, the Nigerian government announced that it would cut its international diplomatic missions by half. Nigeria hoped that this measure would save it from further economic decline. The cut came after the military regime of Buhari, which took power from a civilian government, introduced emergency economic reforms. By the late 1980s, Nigeria's debt totalled 30 billion American dollars despite the fact that the country was the 5th largest oil producer in the world.
